Mallet does not engage the bell

Hiya,
Just got my kit in the mail this weekend and I've been playing around trying to get it to work. I have a number of issues, but I'll try to post about each one individually.
The first issue is that the bell mallet does not engage with the bell when ringing. At first, I thought I had aligned it incorrectly, but it does seem to swing back and forth when a call is incoming, just not enough to get close to the bell. When I disassembly the bell and hold it close enough, it doesn't really ring. I'm thinking that the components aren't giving it enough power to swing far enough. Here is a short video of the motion during a call and me trying to get it to ring the bell.

Any thoughts on what could be affecting it?
